Recalls that the availability of the special hard- and software and the compatibility of information with the hard- and software (accessibility requirements) are not the only conditions for access for the disabled and elderly: the skills of the user are of vital importance; therefore the information should be structured in such a way as to be user-friendly, particularly for those who are not.
